  13.             (< 19) This person is covered.
  14.             (=> 19) Is there any claim that the child is unable to support himself?
  15.                 (No)  Children over 19 are not covered unless they are disabled.
  16.                 (Yes) Is there a physician's certificate of medical disability?
  17.                     (Yes) This person is covered.
  18.                     (No)  This person is not covered without a doctor's statement.
  19.         (No) Is the child legally adopted?
  20.             (Yes) This person is covered.
  21.             (No)  Only natural children and adopted children are covered.
